Government innovation labs as intermediaries in public problems in Latin America

Abstract

Objective: To investigate the problems associated with the action of the Government Innovation Labs (GILs) established in Latin America and how the solutions designed from their initiatives are characterized.

Method: Based on documentary research, 29 types of projects carried out between 2014 and 2019 by Latin American GILs were analyzed: LABgobar (Argentina), GNova (Brazil), and Laboratorio de Gobierno (Chile).

Main Results: The actions of these organizations were associated with diversified problems, which revealed their own approaches, as well as common interventions. The solutions designed were based on the creation of prototypes, data and evidence gathering, plan design, and conception of digital platforms, among other outcomes. They were also associated to six main needs: improving processes, changing strategies, improving performance, attracting and serving users, supporting the creation of solutions, and contributing to a culture of innovation.

Relevance / Originality: The analysis considered a region still under-represented in the literature. By focusing on the context that underlies the establishment of these arrangements, going beyond their organizational characteristics, it broadens the empirical evidence, still considered scarce, on how such initiatives fit as a tool for governmental structures.

Theoretical / Methodological Contributions: The article contributes to the knowledge about innovation in the public sector, expanding previous reports of how governments have been required to adapt to new demands of society and to promote new practices in public management. Furthermore, it broadens the understanding of innovation laboratories, providing a broader view of the Latin American case.
